Are you referring to 9.15? So the penalty would just be award the ball back to A? But A already had the ball so what is the penalty? Or are you saying this is why they never call it/blow it dead unless it is really inhibiting the thrower because there isn't really a penalty?

Now you're learning.

I'm continually amazed by the number of people working college games who don't know the rules. I guess the assignors expect them to learn as they go or perhaps they expect us to teach them.

Hey believe me I explained it to the assignor when I took these games (three non-conference juco games this season plus a couple of scrimmages) that I had not yet been to a college camp (which I plan to this summer), and that I was no NCAA rules expert although I have come a long way this past fall with rules study, etc. I guess he figured I called a good floor game and had a good understanding of NF rules and I would figure the rest out....I thanked him for the opportunity and am doing all I can to get up to speed as quickly as I can, it's about all I can do. Fortunately none of the "one-off" items came up this season...what is more shocking to me is that out of the three games, I would say that only one of my partners had a better understanding of NCAA rules/mechanics than I did although most had more "experience"...THAT was shocking!
