Iirc, most if not all of the arguments on this forum re: do-overs were on situations that were not definitively covered by the rules. For instance, if an OOB throw-in spot is not definitively defined, how does that change anything when it comes to deciding where the throw-in should be? How exactly will this great proclamation help in those situations?

If we don't have a definitive rule, how can we possibly apply one?
