My thoughts too. Officials kick rules all the time. The appeals court would be backed up.

A sterling example of why it seldom happens. It's almost always a mess. There is rarely a good way to "fix" things like this. And it can often be costly and inconvenient to try. Plus, whatever the final outcome, somebody will be unhappy with it and it inevitably becomes a PR black eye. As a matter of policy, it's just better to live with the original result, ugly though it may be.

Once they realized their error, shouldn't they have cancelled the results of the first two attempts of the 2nd round, had the coaches pick 5 new kickers, and started the 2nd round of the shootout over? would have been much simpler, easier to explain, and less flogging all the way around.

I can, because the rule as explained makes sense to me; but I don't know jack about soccer.
