It's not up yet on e-officials.com. They still have the old one posted.

Last year it wasn't posted until Mid/Late August.

Are you sure that is not the 2007 rule book? I am not able to locate a new one otehr than the one I got last season. Which like I said was put in the library (NCAA site) in late August.
