Short Length

Sorry for the return to fashion discussions....

I'm trying to answer a question posed at a meeting last night about the length of shorts. The book says they must be worn as intended. Can this include a length below the knee? How long can 'shorts' be?

As long as they need to be. Pants are acceptable (but not, by rule, pants under shorts)

shorts are just pants cut very high

there is not rule regarding its length.
