I have heard Pro Players cannot call a timeout while falling out of bounds or in the air ready to come down out of bounds.

Is there any rule in NF Rule book that does not allow a player to call a timeout while he/she is in the air and about to come down out of bounds?

Funny you should ask. We just discussed this at our meeting tonight (snow storm and all!)
If the player's last place he/she touched was in bounds....then it's a good play still.

Pro players CAN call a time out while in the air ready to come down OOB (I saw Scotty Pippen do it masterfully) and so can HS BB players.

NF Case book, pg 38, 5.8.3D. Play:, will answer your question. Not only can he call it, but a teamate or the head coach can also call a time-out in this situation as long as he is in player control..

A long time ago, no timeout could be granted if a change of possession was imminent (such as falling out of bounds, the throw-in time about to run out, 10-second backcourt violation about to be called, etc.). But...no more.
