I believe you had a typo in your response. It should read, "That would be in-correct!"

Once the player passes it out, he's no longer trying for goal etc., then I've been told and taught that we would call the 3 seconds.

If they are trying for goal or moving to attempt to do so they are okay.

I haven't thought about 5 secs but that could be called also.
