Basically this was a clarification to the fed rules that I think the NCAA has been using for a while.
Before after a basket you could run the base line, but if the defense fouled, you lost that right. The new throw in was a spot throw in. Not very fair if the defense had a foule (Metric spelling?) to give. This evens things out a bit.
