I can't seem to find this answer:

AP arrow is pointing to white at end of first half, who get ball at start of second half and why?

I saw something that said "change the arrow during halftime"????

White gets the throw-in to start the second half because they have the arrow. It's that simple. The arrow is reversed at the half because the teams change baskets.
