3 second violation

When a player straddles the line that defines the 3 second lane, can he lift his inner foot off the floor every 2 seconds and not be "in the lane" for 3 seconds and not be called for a violation???

FIBA Rules:
26.1.3 "To establish himself outside the restricted area, the player must place both feet on the floor outside the restricted area."

You're probably not going to find many officials that are going to enforce this rule that strictly. Most of us try to talk the players out of the violation, however if they ignore our requests repeatedly, then we'll nail them.

I was under the impression that the player only had to break the boundary of the lane line but Case 9.7.2 makes it clear that the foot not only has to break the plane but also touch the court outside of the restricted area. That has the same effect as the FIBA rule quoted earlier but it is not as clear until you read the case play.
