In my game if a dribbler with control of the ball hits/touch's the floor for whatever reason - something needs to be called: Traveling, Player Control or perhaps PF on defense - but very rarely is it a NO CALL.

I don't agree. I've seen kids trip over their feet or hit a slick spot on the floor and go down. Maybe they step on another kid's foot. I don't understand what blanket statements like this are useful for. You have to see something and determine if a foul or violation occurs. If you don't see the contact and a kid goes down, are you going to make something up because most of the time it's because a foul must have occurred? Hope not...
