I was going to disagree with this and agree with fonzzy until I looked at the case book. Rule book references sighted do not really explain that defensive players may occupy vacant offensive lane spaces. Case book 8.1.4 Situation states 'Legal in (b), four defensive players are permitted in any of the first three vacant marked lane spaces.'

They pretty well do, 8-1-4a states "shall" and the other three (B through D) stated "may."

In re-reading the rule book the real answer is in 8-1-4f where it states players are permitted to move along and across within the limitations (2 offensive and 4 defensive) limitations. Along would allow opponents or teammates to move into an vacant lane space except the first which has a hard requirement. 8-1-4b says 1st lane space "shall be occupied by opponents" so that's a given. However 8-1-4c states 2nd lane space "may" be occupied by teammates and 8-1-4d states 3rd lane space "may" be occupied by opponents. Since c and d are specific as to who can occupy which lane space without f allowing for movement into vacant spaces, teammates of the shooter would be restricted from the 2nd lane space.
The proper rule book reference would be 8-1-4f.
