Throw in violation or not ?

There is not such thing as "Ohio State Rules." Ohio as well as many other states uses National Federation Rules.

This call is based on the judgment of the officials on the game. We have no idea what the coach did or what the official thought about his/her actions to be in the way. It is possible that the coach was out of the coaching box and that could have prompted the technical foul. I really do not know if the call was right or not, I was not there.
