Traveling?

I know after gaining possession while on the floor with other than hand or foot (while holding the ball), the player may not attempt to get up or stand up. Can anyone give me examples of attempting to get up? I also saw at a youth level game a player gained possesion of the ball while on a knee, started his dribble and stood up. The official called traveling, was this the correct call? Could a player while dribbling fall to a knee and get back up if his/her dribble never stopped and not get called for a violation?
