If the player goes to one knee after gaining possession but before starting a dribble, that is traveling.

From whatever position they player is in, the must first start a dribble for even starting to get up (even to one knee).

After coming to a stop on the floor, the only movement they're permitted is to sit up (only only that if they on their back). No rolling, no getting up on one knee, no scooting.
