M&M is correct: Here is the email I received from Barb Jacobs:
The pre-wrap that women players are using to keep the hair out of their eyes and off their face does not fall under the head band rule. They can wear any color. These are not considered head bands. Barbara Jacobs NCAA Secretary/Rules Editor
