Whether you get a 1099 or not, the money is income and IRS regulations require it to be declared as such.

This is very similar to how it is done here in Jersey. We pay a one time fee of $125.00 before the season starts. This covers all association and state fee. You get paid your full game fee. And like you said there are no taxes to pay if you do not make over a certain amount per school. In the summer and spring almost all tournaments pay cash on the spot. There is no assigner’s fee or tax. No one gives you a 1099 or asks for you social.
I think the one thing I would like is more consistence with how we get paid.
