I have spent this entire day looking through all my books and I cannot find it anywhere saying this is game management to arbitrary stop the clock to let subs into a game with TOs' remaining. You are correct to state lower level games are there so players can gain experience. What about new officials?

Situation: Veteran stops game to allow subs into game.

Rookie: Why did you stop the game was there a timeout, foul,an injury?


Veteran: Nah, I just want to stop the game so these kids can gain experience because this is a lower level game and good game management.

Is it unreasonable for them to use the TOs' to get their subs in?
