I am thinking if anyone is sitting on me, my movement is a little restricted.
But you just agreed that he wasn't making any movements. If there are no movements, how can those movements be restricted?
I think there may be some merit in the argument in considering a foul if B1 was attempting to get up but couldn't due to being sat on by A1. B1 is prevented from playing defense due to the contact.

I believe the NFHS backs you on that vote:

ART. 5 . . . A player holding the ball:

a. May not touch the floor with a knee or any other part of the body other than hand or foot.
b. After gaining possession while on the floor and touching with other than hand or foot, may not attempt to get up or stand.

If nothing other than the hand or foot touched the floor, I can't see traveling on this, unless she moved her pivot foot.
