I just disagree, I guess. If you want a rule that requires numbers to be "unobscured", then just say that. "No decoration or lettering may be placed within two inches of the jersey's number". There's no reason to have some decorations required to be above the number while other decorations are required to be below the number. Nobody cares where the decoration is, as long as we can see the number. Dumb rules.
