I always thought it was a "yeah coach, i saw it, but it's nothing, play-on" mechanic when there are scrums, flops, potential and-ones, etc.

At least, that's how it was explained to me by a D1 official when I first saw it.

espcially since you sometimes see it even before the ball is inbounded after a basket.
