The whistle was indeed sounded due to the verbal requesting of the time-out erroneously as stated previously. The official, after realizing the mistake, explained why the stoppage of play occurred. The result was that the team originally requesting the time-out got a chance to call it becasue of the dead ball situation afterall. Mental error/ loss of concentration the culprit.
