call foul or not to call foul?

I agree that you could call an intentional foul, but did the grasp prevent the ball handler from going to the hoop? And did the defender play the ball at all or did they just grab them with no attempt at the ball? For me it depends on what action took place and how it affected the play. It is really hard to say without more information or seeing the play myself.
