I see your point, Mark.
Let me offer the following sequence.
A1 shooting.
1. B1 steps in the lane.
2. A1 begins his shooting motion
3. A2 fouls B4.
4. A1 releases his shot, which goes in.

Snags:

Continuous motion applies in this situation, that means A2's foul causes the ball to become dead immediately. But this was a free throw by A1, A1 will still get to shoot his free throw(s) but with the lane cleared and then the penalty for A2's foul will be enforced.
