Aren't these requests limited to team captains or is this just a Cali thing? Obviously, I hate this rule and was loath to bring it up. Won't all of our lives be better if we don't speak of it again?
It is a NATIONAL rule in the NFHS book, but you're correct that it is limited to the team captain.

3-3-1e "A captain may request a defensive match-up if three or more substitutes from the same team enter during an opportunity to substitute."

Come to Reno sometime for a tournament. I'd love to officiate that style of play.
