My apologies Grey. I was quoting the old rule book and did not realize they changed it this year. I went to the FIBA website and looking at Rule 5.3, they have changed that provision. I knew they had changed some of the rules pertaining to injuries, but obviously I missed some.

How about trying the Rules Corner on the FIBA Americas website. Fred Horgan from my home province of New Brunswick is the interpreter. No one knows FIBA rules better than he does.
