In defense of the NFHS here... ( I am not a big fan of some of their test writing capabilities) However they tried to put this is sequential order.
B1 scores B1 commits plane violation (read this as delay of game) There is a warning (reinforces delay of game) Team A can run baseline. They are obviously testing our knowledge of the "A can run" provisions. I would have liked a semi colon before following but most of the time we read more into questions than they want. Now there are always a couple of questions that you need you MA in English to get right but forget those...
