I think this is the best way to deal with it. 10 to 1, after you warn them they won't do it again, and if they do, you've told them what the penalty is so you can whack them.
I agree with JR's post about uniformity, there are many things that aren't called uniformly, and when things like this are brought up at meetings, everyone nods, smiles and agrees and then on the court it looks as though they never showed up to the meeting. It's everywhere, and I doubt it's going away any time soon.
