I believe that that is one of the new NCAA rule changes for this year.

I checked the link, and I read the words, but I don't understand what they mean. Does it mean that when a player is oob, and throws the ball on an in-bounds pass, and then is the first to touch the ball, and gains an advantage, that it's a technical foul? But how could an advantage be gained since it's already a violation? I'm lost...

They are attempting to change the penalty for a player who runs OOB along the end line in order to get open for a pass and shot on the other side of the lane from a T to a mere violation.
I like this idea, but they need to word it such that they do not penalize a player who goes OOB to make a good save and then happens to beat everyone else to the ball upon returning inbounds.
Mick is going to be one of the first to get the scoop on the new situation.

...No answer to that question from the rules meeting.
I'm gonna be talking to the Michigan Big Dawgs this weekend and gonna hope for a state interpretation.

IMHO, two different situations are being confused:

1- A player accidentally going OOB during an interrupted dribble or save

2- A player going OOB intentionally to gain an advantage.

I don't believe this ruling applies to both situations.

The new NCAA ruling actually says a player going out of bounds on their own 'volition'. This means that they have purposely left the court, not at all to be used when the player goes off because of their momentum, etc.

I still want to know what the status is of this rule for this fall in NFHS. It's already a technical foul for a player to leave the floor to get around a screen, or for another unauthorized reason, to gain an advantage. This is a T whether the ball is involved or not, right? So why are we talking about being the first to touch the ball? Is that a separate infraction, and why is that being distinguished from just the normal illegal advantage?

We're talking about being the first to touch the ball because the ncaa rule was rewritten to require that along with reducing the penalty. Whether this requirement applies to your HS games depends pretty much on what your interpretor says (when in Rome...) but IMO reading the case plays it is NOT a requirement under the fed. IMO most HS interpretors will say nothing about this change, YMMV.

The change in penalty only applies to the ncaa obviously.

And just as obviously I'm not a doctor nor do I play one on TV so I'll wait to hear what I'm told to do in October.
