I have to disagree with your board interpreter. The 3 second count does not end on a loose ball. It does end on an interrupted dribble. But the count continues if the ball is loose because of a deflect pass or fumbled ball. 9.7b details that there is no 3 second count when there isn't team control or during an interrupted dribble.

Now, having said that, I'm not advocating that you call this. I'm just speaking in terms of what the rule actually is.

So if we get to two, and the player gets the pass and passes out, we restart at 3 as long as that player maintained control and didn't lose the ball?

The player gets the ball after being in the lane for 2 sec
we suspend the count knowing he has now been in the lane for
3 sec or more this player is allowed to attempt a try (within a reasonable time maybe a head fake or 2)(or if at the top of the restricted area drives to the basket) if the player passes the ball he has now violated the 3 sec rule.
