There are rules about what can and can't be on the jersey, and where the cans can be and where they can't. Study rule 3-4. That's rule 3, article 4.
I'm guessing it's legal, can't find anything in 3-4 against it. Unless it's too big (3-4-1), too many colors (3-4-4), or the wrong spot (3-4-8)and (3-4-9)

Hanging Low? Is that his real name? Chuck is actually Chinese? Does he have a "C" on his jersey then? Is the "C" for "Chuckie" or "Chinese"? Is this legal?
