N-Ref is correct, the rule applies to the start of any half.

10-1-5
A team shall not:
Allow the game to develop into an actionless contest, this includes the following and similar acts:
a. When the clock is not running, consuming a full minute through not being ready when it is time to start either half.

However, if the team is in the gym and still huddled or whatever, the RPP can be used to begin the second half. It's also used if there is a delay at the beginning of any period.

Rule 10-1-5a, Bart. "when the clock is not running consuming a full minute through not being ready when it is time to start EITHER half".

Thanks, I wasn't saying it was not a rule. I've never seen this happen to start a game. HHHmmm, I guess its a different situation if the team arrives late to the gym because of unforseen circumstances. Has anyone ever seen a team not ready to play to start the jump ball? I mean to the point where you are ready to call a T.
