Bob, this is the play that got buried on McGriff that we were discussing. Do you see why I was saying it's a violation?

The change is listed under Major Editorial Changes.
"9-9-3 New Article was added to replace the previous exceptions and note."

Yes -- I see why you say it's a violation. What I'm not sure about is whether the FED *wants* it to be a violation -- that is, did they intend to change what the rule says?
