Yes, this is a loophole.
A could call as many TOs as they wanted. The NCAA knows about this; I would assume the Canada equivalent does too. THe NCAA doesn't think it will be a problem; they will address it if is. Personally, I think they should address it before the fact -- in one of those memos they post periodically on the website.
