What are the signals and mechanics for this violation?

The "C" or ("T" in two person) already has his hand up, so he just blows the whistle and says "Violation". If need for your partners info, just in case he is not aware it didn't hit rim, points to the spot oob on the baseline.

What if the ball touches only the backboard not the rim?
Same as above, Violation.

What would be a good vocal explanation in a gym full of parents who presumably know less about this that I?

NO explanation needed. There is nothing in the rule book about explaining anything to the clueless fans.
