Unless you find out the reason, there might be more to the situation. Maybe this situation was the trigger, but there might be more to it.


In my region, schools (college or high school) do not have contracts with an assignor/commissioner. As such, they do not have to pay the board to use its service. All fees are paid by the officials to the assignor/commissioner in the form of an assessment on the officials game fee. Because the school may use whatever board they want at their own discretion, the assignor/commissioner only concern is to keep the school happy and could care less about the official. A real unhealthy situation develops when the assignor/commissioner gets real cozy with the AD at the school your board services.
