I dont have a rule book handy but check your definitions, and rule fundamentals 1) Horn never causes a ball to become dead. So by rule does not matter or not if there was a horn -the ball cannot be declared dead. 2) Whistle rarely causes the ball to become dead but a few times it does. If the ball is away there is no way you can give him another shot. ABSOLUTELY NO! If the ball is in his hand when buzzer goes off and you immediately kill the play, it will be one of the exceptions where the whistle does kill the play. You find out what the horn is and go on... This is where common sense come into play. I will change the scenario... If it is the second of a 2 shot foul and misses it and the horn goes off, and ball is in mid flight and you blow your whistle... You now have a loose ball and all the ensuing garbage about AP etc... explain that to a coach... Same sceanrio and you dont blow the whistle, and kids just stand around... You have to blow the whistle early and kill it and understand why you kill it... This is the rule where a whistle kills the play. Then you can award the FT again. However do not reward him if the ball is clanging off the rim and give him another shot.. Look at it this way, buzzer goes off in the middle of an uncontested lay-up because the timer is stupid.
