NCAA jersey legality question

Are the jerseys that Texas A&M-CC wore in the opening first four game legal?

For anyone with the ability to post a picture, there is a good look at the shirt at 17:23 of the second half when the camera gives a close up of #13.

Note:
The shirts would definitely be illegal under NFHS rules.
