What happened?

A blocking foul was called as the defender was attempting to take a charge, but the discussion should revolve around the offensive player leading with his forearm and contacting the defender in the face.
Was that normal arm movement? Was the defender in LGP? Which contact occurred first?

I went and looked at the play. I had a cylinder play and the defender stuck his face into the ball handler. Nothing illegal there. Properly bent elbow and the defender caught one.
