TN team removed from playoffs

Very strange situation.
Obviously, the male youngster is not part of the girls team. The article states that he was a fan at the game. How is the team responsible for his behavior?

Team isn't. School is (site directer, athletic director, principal, school system superintendent).

Now if the fan was identified as a fan of the visiting team, not the home team, that could possibly make the penalty a little more complex. That being said, fan behavior is still the responsibility of the site hosting the game.

In this case, the game was over, and the officials and NFHS rules have no control over the situation.

However, the state imposed penalties may (probably varies from state to state) be somewhat roughly based on NFHS guidelines: 2-8-Note: The home management or game committee is responsible for spectator behavior, insofar as it can reasonably be expected to control the spectators.

Obviously, penalties for such behavior will vary from state to state based on each state's established fan behavior control guidelines.
