I don't know about FED because I don't work it, but in NCAA and OBR, if a runner misses home and goes past it, he can be put out if tagged or if the plate is tagged on appeal, but in the latter case, only if the runner makes no attempt to return to touch it. If he's walking toward his dugout when a teammate yells to him to go and touch the plate, and the runner then turns and goes toward the plate to touch it, the catcher must tag him to get the out; an appeal touch of home is not good enough. However, a "wild goose chase" isn't permitted. In other words, if the runner attempt to return and touch the plate, he can't start running all over the place to avoid the catcher trying to tag him for the out.
