The pitcher is the exception for the ball passing an infielder. There is no exception for a ball touching an infielder (including the pitcher).

Ok, I was seeing the exception for both. We got it wrong. They should have made that two different sentences.

It could also be interpreted as:

"The ball remains live if, before touching an umpire:

(2) Passes any fielder (other than the pitcher)."

The word "and" makes it two conditions that have to be met; and the phrases "before touching any fielder" and "before passing any fielder except the pitcher" make it clear that each applies only to its specific clause.
