Ok, I was seeing the exception for both. We got it wrong. They should have made that two different sentences.

Yeah, I think that would have helped. Re-reading it, though, it should not have taken this long to penetrate my skull.

The word "and" makes it two conditions that have to be met; and the phrases "before touching any fielder" and "before passing any fielder except the pitcher" make it clear that each applies only to its specific clause.
