a foul tip means that the ball went from the bat directly into the catchers glove, making it a live ball just as if the batter did not touch the ball with his bat. if, however the catcher does not catch the ball, it is a foul ball and not a foul tip. many people say "of he just hit a foul tip off the backstop" when it is actually a foul ball.
i had the situation earlier today where there was a real "foul tip" as R1 steals 2nd base. he is safe, and as I say that te crowd erupts saying it was a "foul ball" and that the runner had to go back. only me, the catcher, and the defense's head coach knew that it was a live ball. parents are screaming, the defense's assitant coaches are insiting that I am wrong and I am keeping a runner on 2nd base who shouldnt be there, R1's coach is screaming "get back, it was a foul ball" and people are just being complete idiots.
