I had never imagined that something on top of the lip of the dugout could be considered in live ball territory. All of the ground rules for all of our schools and leagues are very specific that if the ball hits the facing of the lip it is a live ball, but the top of the lip is dead. Maybe that has something to do with the fact that we don't want high school kids trying for a catch on top of the lip.
