On deck circle

Ok, since I just found this forum a few days ago, lots of different situations are running through my head, and I'll probably post a few more in the next few days! Here's my newest one:

18+ league with OBR rules. There is one batter who goes to the opponents on deck circle before batting. (Batter prior to him is righty, and they are on first base side). F3 complains about this, saying he doesn't think that is even allowed, and doesn't understand why, but also doesn't really make a stink. I mention I only know this is not allowed in FED, it is allowed in younger leagues that follow mostly OBR rules. From the searches I've seen, it seems as though it is OK, just wanted to make sure.
