i don't have the new manual - it has been ordered, but i'm still waiting. can someone shed some light? thx.

Primary responsibility is with base umpire until he has to turn with the ball, then responsibility is transfered to PU.

Same way it has been for a long time, I am not aware of any group who has not unofficially if not officially had this as the proper mechanic for a long time.
