About the only regulation I am aware of during LL Tourmament Play is that the catcher better wearing a helmet and mask while warming up. Unless the pitcher didnt get a good warmup before the inning, and threw very little pitches during the inning, I question why the pitcher would be throw more in the bullpen.
However, I dont believe there are any rules which do not allow this from happening.
