ok here is the answer...

In (a), R2 is not out and the run counts. F2 would have had to tag him for the appeal. In (b), it is an appeal play and R2 is out since he left the plate area heading for the dugout. The runner has to make an Immediate effort to return, of course this is a judgment call.
The dirt circle is in the interpretation from the NCAA Study Guide.
The JEA discusses the same point (relaxed/unrelaxed).
Non-touch implied R2 was inside the circle, and missed plate implied he had left the vicinity.
It is a step and a reach if we can't discuss these finer points within the rules or rule differences?

The dirt circle has nothing to do with the play you are referring to. The dirt circle only comes into play on a dropped third strike in an OBR game. The play in question has already been discussed.
