Possible confusion because in softball, batter making contact with foot placed as described IS out.

I should have specified ASA and Fed. Forgot all about Fed baseball, too, so thanks, Roger. I'll have to check the BRD to see NCAA's position.

So Fed baseball, NCAA baseball, ASA softball, and Fed softball say your foot can't be touching the plate when you make contact.
MLB, Little League/Major Boys, and Little League softball say it can. Never considered the foul tip wrinkle. NCAA says not a foul tip, batter out. How about the others? Need to know soon.

There is another side of this. In LL the rule states that the foot has to land completely outside of the batter's box. If his foot is on the line, it does not matter if it touches the plate.
