That can be done, and is done quite frequently. But, sometimes there are too many negative responses to delete. So, I (or other moderators) just delete the thread.

Another thing that could be done is in the regsitration area. If the same individuals are the ones turning the thread into flame-wars then perhaps their registration ID could be deleted by not allowing them to post here anymore. I know they could sign up again under a different ID but as mentioned, if the registration process was different perhaps it could be tracable.

That's also done, but,as you point out, a person can register under a different user name and / or email address.
